Science-to-Policy Workshop on Marine Acoustics

On 28-29 October 2024 the Science-to-Policy Workshop on Marine Acoustics will be held in Gaeta, Italy.
The workshop aims at discussing the challenges in the scientific support to policy decisions in the context of underwater noise. The challenge of the impact of human activities on the status of the marine ecosystem is in fact still tackling an effective match between observations, models and knowledge-based guidelines for the actions to support the sustainable use of the marine space.
Nowadays, the global challenges address complexity in the socio-economic system and in the governance, involving a diversity of variables and stakeholders. Complex systems are characterized by the difficulty to make accurate predictions on their evolution, which can result in abrupt changes, faster than the capacity to influence differently, with consequent geo-political and socio-economic shocks hardly to be managed.
The deluge of data and news are introducing additional elements in a chaotic global scenario, where science is asked to support policy decisions and adoption of effective solutions.
Often, scientists struggle in providing salient and responsible advice for the adoption of feasible and impacting action. In this context, the structure and process behind the science-to-policy interface are crucial in making the knowledge-based support effective to achieve the objectives.
CNR has developed a training model aiming at introducing a new approach for the scientific support to the decision process and negotiation (https://school4sid.cnr.it/).
School4SID has been designed to tackle the complexity of the global and local challenges in terms of environment, human activities, technology, regulation, governance, economic and geo-political scenarios.
In this context, seas and oceans can be considered one of the most complex scenarios in terms of environmental variables, stakeholders, legislation and economic assets. Scientists and policy makers are in fact struggling with the assessment of the human impacts on the health of the marine ecosystems and the sustainable use of the resources.
The workshop aims at describing the methodology of School4SID, starting with a specific case on underwater noise in the context of an EU Directive (MSFD), analysing pros and cons of the scientific and political approaches, as well as the role of media in the science-policy interaction.
The first day, in English, will be mainly focused on the marine case, starting with two keynote talks on acoustics and the interpretation of data. Presentation of different projects/initiatives at national and EU levels, and a debate, will follow. A presentation of the methodology of School4SID will conclude the day.
The second day, in Italian, will focus on the science-policy interface, in particular on the aspects of communication and the role of media. Journalists will be invited to join the discussion, ask clarifications and provide their comments and suggestions.
The keywords for the workshop will be: knowledge, transparency, salience.
The workshop will be held at the Castello Angioino of Gaeta.
The workshop is jointly organized by a project aiming to support the process of decisions and negotiations at policy level, School4SID (CNR, https://school4sid.cnr.it/) and a research project for the investigation of the marine acoustic field, SEAmPhonia (CNR-MUR, https://www.ismar.cnr.it/seamphonia/), funded by the European Union - Next Generation EU, Mission 4 Component 1 CUP B53D23006930006, with the valuable and relevant contributions of the Istituto di Istruzione Secondaria Superiore Giovanni Caboto.
