The program of international exchanges, Short Term Mobility, has been
confirmed for 2009.
An
International Exchange Program aimed at promoting short-term
mobility of Italian and foreign researchers has been launched by CNR.
The Program is specifically addressed to researchers belonging to or working
for CNR, Italian Universities or other Italian public research institutions
wishing to participate in research activities to be carried out in foreign
scientific institutions or universities. It also provides for short-term
visits in Italian scientific institutions of highly qualified foreign
scholars who work for foreign institutions known for their high scientific
prestige.
The Program has two purposes:
- to implement Italian researchers' mobility (21 days) within the
international scientific community smoothing the way for international
scientific cooperation through the carrying out of joint research
projects;
- to enable Italian research institutions to host highly qualified
foreign scholars for short-term research visits (10 working days)
aimed at beginning or continuing scientific collaborations on subjects
of priority interest for CNR or Italian Research.
Applications concerning foreign scholars' visits must be drawn up by
Italian proponents.
Single research projects to be carried out abroad or in Italy must
deal with scientific subjects resulting of priority interest for CNR
(see Att.1 of Program's set of rules).
Applications proposing scientific visits to or from USA and EUROPEAN
COMMUNITY COUNTRIES have top-priority access to the grants.
CNR will verify the necessary conditions for applications' admittance
and will proceed to the scientific evaluation of the single research
projects, considering the real interest that CNR could have in the proposed
subjects and the relation existing between the projects themselves and
CNR's research activity.
The evaluation of the projects' scientific excellence will be given
by a Board of Experts specifically appointed by CNR's governing bodies.
Applications will be considered within the limits fixed by the financial
resources allotted for the Program - year 2009.
CNR will support researchers' travel and accommodation expenses with
a contribution of 2.100,00 euros.
Insurance expenses against possible accidents and/or health insurance
expenses connected with the research activity to be carried out during
the visit, will be totally in charge of single grant holders.
Applications will have to be forwarded to CNR by an Italian proponent
(duly qualified) in accordance with the requirements and instructions
given by the Program's Set of Rules whose copies are available also
at all University secretary's offices or CNR's Institutes.
Applications will have to be drafted filling out the form (Att. 2 of
Program's set of rules) and completed adding all requested documentation.

Art. 1 Aims and purposes
A special Research Program has been established. It aims to promote
short-term mobility of Italian and foreign researchers working in Italian
and foreign Research Institutions involved in scientific projects. The
projects will be selected among those resulting of top-priority interest
for CNR.
The Program is not meant to financially support researchers' professional
training (i.e. scholarships, fellowships) or to support their participation
in symposia, congresses or scientific seminars but it can be considered
a CNR's Special Research Program specifically aimed at promoting scientific
collaboration between Italian and foreign high level scientific Institutions
in the exclusive interest of Scientific Research in Italy. The Program's
main recipients are to be considered CNR's Institutes and other Italian
scientific Institutions such as universities.
The Program has two purposes:
- 1. to allow short research visits abroad (21 days) of:
- CNR's researchers or technologists (priority access) (A category);
- Italian researchers and scholars belonging to Italian public Institutions
such as universities (A category);
- 2. to allow short scientific visits (10 working days) of highly
qualified foreign scholars in CNR's institutes (B category).
The 70% of short-term mobility funds are reserved for CNR's researchers
and foreign researchers hosted by CNR institutes, while the remaining
30% is for Italian researchers belonging to Italian universities and
public Institutions.
The Program, through the promotion and support of short-term mobility,
intends to encourage the beginning, the continuation or the completion
of joint research projects thus giving a contribution to the strengthening
of international scientific cooperation. Art. 2 - Termini di presentazione

Application deadlines for Italian researchers visiting foreign institutions
and foreign researchers visiting CNR's institutes, are peremptory; the
valid date of arrival will be the postmark of CNR reception office.
The beginning of research stay cannot be changed except for well-documented
cases and dictated by great strength.
Stays will not be allowed from August 1 to August 31, 2009 and from
December 19 to December 31, 2009
Art. 3 Applicants' admittance and instructions for the participation
in the Program
Admittance to the Program (for both Italian researchers going abroad
and foreign scholars visiting Italian Research Institutes) will be obtained
by forwarding to CNR a proposal drawn up by CNR' research Directors
or senior Researchers. All the above mentioned figures will have to
be the coordinators of research projects dealing with scientific subjects
of interest for CNR (see Att. 1 to the Program in Italian version).
The proposed applicants must fit in the following categories:
A category (Italian researchers visiting foreign Institutes):

Categoria B (studiosi stranieri):
Foreign researchers or Italian citizens working for foreign scientific
institutions and permanently resident abroad, invited to carry out a
research stay in CNR's Institutes, will have:
- to come from highly prestigious foreign research institutions;
- to have a high scientific qualification and position (Italian Scientific
Research has to gain benefit from their research stays).
Applications for all foreign researchers must be drawn up by Italian
proponents whose qualifications fit in the ones mentioned in the first
paragraph of the present article.
During validity of the Program a researcher can apply only once. The
contribution can be assigned to the same person only for two consecutive
years and two years have to pass to apply for the program from last
fruition. Winners are not allowed to collect any additional financial
aid to the one CNR will grant to support the approved research visit
(this to be enforced only for the length of time financed by CNR).
For what the above A category is concerned the proposal must
contain:

For what the above B category is concerned the proposal must
contain:
- the application form duly filled out by the Proponent (Att. 2 of
the Italian version of the Program)
- a copy of the foreigner's passport
- the scholar's curriculum vitae and list of publications proving
the visitor's scientific qualification and position (the last five
years)
- a research plan containing:
o a description of the broader research project in which the visit fits
in (briefly)
- a description of the specific research work to be carried out
during the visit
- a description of the research relation to the aims mentioned in
art. 1 of this Program
- the visit's starting date and the one of the visitor's departure
for his/her Home Country
- a statement drawn by the Proponent in which the same declares on
his/her own responsibility that the foreign visitor's stay will not
involve any participation in Congresses or Symposia and will not include
any teaching activity.
Foreign researchers must send their proposed Research Program together
with a copy of their Curriculum Vitae in two formats, that is a hard
printed copy as well as via e-mail (in word FORMAT) to their Italian
correspondent at the latter's address. All research proposals lacking
complete documentation and/or relevant declarations will not be considered
admissable by the CNR.
Art. 4 Countries and International Scientific Institutions involved
in the Program
All Countries will be considered as eligible for the Mobility Program
but priority will be given to European Union countries and the USA.
Foreign Institutions allowed to have access to the Program are the following:
- Public and Private Universities
- High Level Scientific and Research Institutions
Art. 5 Criteria for the distribution of the
financial resources to be awarded
The program's submitted will be assessed by a Commission of experts
nominated by the CNR's board of directors as proposed by the President
of the CNR.
Scholars fitting in A category will be supplied with:

Scholars fitting in B category will be supplied with:
- a financing contribution of 2.100,00 covering a period of 10 working
days. The total amount of the allowance will be paid to the visitor
during his/her stay.
Italian Proponent must state on his/her own responsibility that the
foreign visitor will not receive any other financial aid for the scientific
visit financed under this Program.
Art. 6 - Final report and financial refund

At the end of the visitor's stay in Italy, the Italian proponent will
have to forward to CNR
- a report attesting the results of scientific activity carried out
by the foreign guest in CNR Institute (to be sent also by e-mail)
- a statement in which he/she declares on his/her own responsibility:
- the foreign guest's date of arrival and the exact date of his/her
departure for his/her Home Country and the time effectively spent
in the Italian Institution
- the commitment to quote CNR in possible future scientific reports
or publications directly resulting from the research activity
carried out during the stay.
